Alan introduced our guest speaker, David Bratzer. David is a Victoria Police Officer and a member of “Law Enforcement Against Prohibition” (LEAP). David’s remarks reflected his own views and not those of the Vic PD. LEAP is an organization of law enforcement and court officials who feel our current prohibition stance on drug use does not work. LEAP has 20,000 members worldwide and is open to anyone. Their speakers are all current or former members of Law Enforcement and /or the Courts.
